公務人員考績法修正案公聽會 2甲等可抵丙等
<P>立法院昨舉辦「公務人員考績法修正案公聽會」，多位與會學者及公務員團體代表除質疑固定比率丙等的適法性，銓敘部長張哲琛昨指出，基於鼓勵公務員朝優質服務努力，考績法修法將新增優等，或2個甲等可以抵丙等的措施，不讓公務員被丙等烙印一輩子，細節則須再討論。</P>

<P>張哲琛指出，考試院針對考績法修法「獎優汰劣」的立場很明確，丙等考列比率至少要3％，但操作上則有彈性，未來將會在施行細則中針對團體績效好的單位及小單位，提供彈性調整的措施，原則上，團體績效好的單位，不僅不必提報丙等，還可上調10％的甲等比率，做為肯定。</P>

<P>此外，張哲琛說明，行政院目前傾向考列丙等不給予年終工作獎金，不過，年終工作獎金是公務員在單位服務不論表現如何都可領取的獎金，應該與考績獎金脫鉤，他會繼續與行政院協調。</P>
