line-height: 29px; letter-spacing: 0px; ">醫療照護產業是行政院近年積極推動的六大新興產業之一，衛生署規劃以「重症醫療」及「觀光醫療」兩大領域，推動國際醫療業務。不過台灣發展國際醫療仍存有爭議，反對者認為，這是為「外國的有錢人」提供服務，將會排擠到國內民眾的醫療品質。</p><p style="margin-top: 11px; font-family: arial, STHeiti, pmingliu, sans-serif !important; line-height: 29px; letter-spacing: 0px; ">行政院長陳冲首度對此議題明確表達意見，他強調，醫療發展政策應該把「國內的事要先做好」，明白點出醫療政策發展的優先順序；針對台灣醫院內科、外科、婦科、兒科及急診室醫護人力嚴重不足、「五大皆空」現象，陳冲也指示衛生署需在最短時間內處理。行政院發言人胡幼偉轉述：『(原音)院長說，醫療發展政策首重固本培元，「我們自己人、國內的事情先要做好，再看其他的」；他也要求衛生署儘速處理醫療界最急切的「五大科」醫師人才荒的問題。』</p><p style="margin-top: 11px; font-family: arial, STHeiti, pmingliu, sans-serif !important; line-height: 29px; letter-spacing: 0px; ">陳冲並指出，國際醫療是不是能當成產業來看，醫療界仍有歧見，反對者認為醫療是救人的事，豈可當作產業看待；但實際上，有些醫院已經以特定商業模式來經營。他指示衛生署應舉辦公開辯論，藉以找出社會共識，做為修改法規的參考依據。</p><p style="margin-top: 11px; font-family: arial, STHeiti, pmingliu, sans-serif !important; line-height: 29px; letter-spacing: 0px; ">針對健保制度問題，陳冲也指出，醫療資源不當浪費，勢必會嚴重影響健保制度成敗，必須拿出決心就健保支出面作適當的調整，例如「小病健保不予涵蓋」等想法都可加以考慮；他認為，如果不建立這種觀念，很難根本解決健保的問題。</p></div></div></div></div>
